Individuals in opposition: James Cooney – said that his objection is not against this applicant specifically but that there is a safety issue with the establishment and the cars parked in double lane (delivery drivers primarily). He added that things have improved after putting a no double parking sign and other things in place. Individuals also present: Ald. Bauman said that this a food court that are planning to host 14 vendors, that there is only one vendor right now and that they have seen a lot of problems with parking and obstructing traffic. He added that it is the property owner’s responsibility to address this problem prior moving forward. Atty. Gimbel said that he is here in dual capacity representing both: the property owner and the applicant. He added that they have talked to Ald. Bauman and Mr. Cooney and presented a plan of operations to address the problem and that it seems to be working. (Expires 5/8/2024) The applicant was present. Individuals in opposition: William Meyers – 1846 Vel R. Phillips - said that there was some improvement after the last hearing; that on 2024 the business was rebranded and that they were invited to the relaunch event. He added that there have been issues within the last month when events with more than 50 people happen. He explained that they are not opposing to the license by right but that the business have not proved to handle large groups and that they have witnessed minor infractions like loud patrons, public intoxication, tons of vehicle noise, trash is being picked up again in the neighborhood when the bar open and littering. He said that he opposes to adding DJ and hosting live music. He added that the current security measures are sufficient. He also mentioned that there are videos available supporting his testimony. Ald. Coggs said that there must be acceptance from the neighborhood and that she cannot support new stuff if there still issues on the works. She added that the she wants to recognize that there have been some improvement. Caitlin Forsythe – 1846 N Vel R. Phillips - said that things improved, calmed down but that things have gotten wilder after March 1 with loud music, people blocking their garage, lined up and down the street. She added that next day at 9am, William and herself went out picking up garbage again and that the applicant came out after seeing them doing it. She also said that she was who e-mailed Ald. Coggs on March 5th regarding the private event on a Tuesday which is also against the memorandum and that it was loud by the way. She added that on March 17th, there were people fighting the staff from parking enforcement. She said that she is very concerned with over serving patrons because when they leave is noticeable and she is afraid that patrons are going to hit somebody. Ald. Borkowski said that this business had two-three significant issues in less than a month after rebranding the bar. Ald. Chambers asked the witness if they had any issues prior rebranding the bar. The witness said that there were no issues and that they are challenging the licenses after this rebranding with larger parties because they are not going on the direction that they were hoping for. Garret Kelly – 1846 N Vel R. Phillips - said that he is concerned about the disc jockey and bands because there is a real problem with large crowds, drinking and smoking outside and the illegal parking with the lanes being reduced. He added that the applicant has made a great effort keeping things the way it was prior rebranding it. He added that a neighborhood bar does not need a disc jockey and bands license. All three witness said that they are not opposing to the renewal but the disc jockey and bands because of the availability to control the noise and the crowd. Terrell Harris – 1847 N Vel R. Phillips - said that he agrees with the neighbors and that he is thinking about to move because of the different situations that they experience when the bar is open. He added that he has seen people flashing guns to others and that he is very concerned about that and his chidren. Individuals in support: Homer Blow – 3441 N 14th St – said that he was there at the opening with the neighbors and that the applicant’s and partner willingness to work with the neighbors to be in compliance has been great. He added that this business needs the Disc Jockey and Bands license in order to cater private events and that sound decibels can be addressed. Individuals also present: Ald. Coggs said that she has gotten fewer complaints but that it shifted after the rebranding. She also said that she will work on temporary permits (case by case basis) in order to build up the trust between the applicant and the neighbors and for the applicant to show that she can manage the crowds/events. Ald. Coggs asked the applicant to amend the application if there is a new partner and if she is aware of any of the issues that the neighbors talked about. The applicant said that she will do it and that she is aware of the situations that neighbors talked about and that she is there every day even picking up garbage but that she does not do it at a specific time. She added that sometimes she feels that she is not given the opportunity to do it because they are on top of her. Ms. Linton - 1328 W Concordia Av - said that she does not want this bar open knowing that this bar was operating illegally and with people gambling. She added that the partner was harassing her daughter for two hours and that all of the sudden they are no partners no more. She also said that she had to see her son brought up in plastic bag when the applicant is just sit up here. Denisha Linton - (sister) - said that she is here to seek justice for her brother. She added that the applicant has been here since 11 am and has showed no remorse, that he has not even talked to them to offer a sincere condolence. She added that the applicant must have been held accountable because her brother could still be here today if no illegal actions were held at his bar. She also said that the applicant did not attend the candle light event neither shared the Gofundme page to raise funds for her brother's burial. Renisha Jones - 5049 N 60th St - said that she wants to know who called the applicant and how nobody could hold the blood of his cousin for the 45 minutes between the incident and when the paramedics arrived. She said that the applicant cannot say that he did not know what was going on at the establishment. Serena Smith – 4246 N – said that she is the victim's older cousin, that with no licenses there won't be issues and that she hopes that this building is turned into something else for the youth. She added that her cousin did not deserve to die and that the applicant must be held accountable even if he did not know that illegal gambling was going on. Cornita A. - 4321 N 51st St - said that her surveillance cameras get all the activity at this location and that the applicant must know or be aware of what was going on at this establishment. She added that the applicant walked around the neighborhood with a younger lady to get the neighbors' signatures. She also said that on March 10th, they woke up with a big boom and that a shooting was caught on another neighbor's camera. Pamela Powers – 5005 W Marion St – said that she lives directly across the establishment, that the police were outside waiting to be allowed to get in and that they got in only after they almost stumped the door. She added that after Gene’s closed, they recovered the peace and quiet that they deserve and that it is gone now after this business started operations. Individuals also present: Ald. He added that they received the renewal application on November of 2023 and that the objection was filed immediately after. He also said that the same objection was received two years ago. Individuals in objection: Richard Yehl - 3600 N 93rd St - said that no one has lived at this house for over 10 years, that there are cars that are not used on the driveway. He added that he cannot park anywhere near his house and that he is handicapped too. He also said that when the licensee's husband comes, he does not park on the loading zone anyways. The licensee and her husband were present over the phone. Ald. Coggs asked the applicant if she lives there. The applicant said that she does not live there at the moment. Atty.
